Washington State Gets about 22 % of precipitation each year

It is located about 5mins from the Capital; where a lot of state Jobs begin and end here; lots of parks and water ways are available to the community for their enjoyment and pleasure plus don't for get the sight seeing tours at the Capital Building ,low crime ,very good schools, and infrastructure. the public transportation system meets the need the community daily, with about an hour and 15 min, from other recreations such as skiing, mountain climbing and hiking , or just piece and quite in the great outdoors; with a young, but rich history the Pacific Northwest is at your finger tips, not to mention the different cultures and great cuisines for your pleasure , paired with a Washington wine this must be heaven on earth

I caught your blog, blurb, or whatever, and I'm not quite sure how I did. Since I'm planning to move to the area, I thought I'd read through. What is unclear to me is what the 22% is. Is it that Lacey receives 22% of the average rainfall of the state of WA? Or is it of some other total? Thanks, Paul
